It's all of them.
GM didn't fix the depth and do enough to fix the weaknesses
Players are not executing on a consistent bases and making to many penalties and playing undisciplined while showing no fire.
Coaches are not playing to team strengths and have no inspiration and are to stubborn to change things up. It's all status quo which is status blow.

Ultimately it falls on Philbin for not knowing enough to fire Coyle but I think Coyle is our worst problem. I think with a better DC and just a slightly better performance out of our defense we'd improve dramatically.While it takes two to have an argument, it only takes one to walk away.

I pretty much agree with you here, but the difference between a head coach and a coordinator is the head coach hires the assistants including the coordinators. It wouldn't be the first time that a good coordinator failed as a head coach because he hired people that were comfortable and easy for him to deal with rather than the best qualified candidates.

Philbin, and Coyle, but since Philbin is over Coyle, Joe gets my vote.
I would also nominate the OL coaches (and Clueless Joe again)..
Our HC is supposed to know the O-Line, since that was all he really did in Green Bay,

Most of you are hitting on one common thread. All of these guys work for Philbin. None of them use plays, schemes or philosophies that aren't approved by Philbin. It is entirely possible that our oline coach doesn't agree with our blocking scheme, but his own designs were rejected by Philibin. He is the head coach, he bares the responsibility for the entire coaching staff, either because he hired the wrong person or he is preventing them from doing what needs to be done.
Remember going into last year when we were all lead to believe we were going to a no huddle hurry up spread offense under Lazor like they used in Philly? Why has Lazor changed? Is it because he doesn't believe in Kelly's offense or is it because Philbin doesn't.
I think Philbin lacks the tenacity to be a good leader at this level. Always leading from a position of weakness and indecision and his staff and team reflect that. In the NFL you have to fire out and physically dominate your opponent. You have to be confident and aggresive, a hard charger. These are not Philbin hallmarks and I don't think they ever will be.
Now with the axe clearly raised over his neck and no room for fear or indecision we will see if it is remotely possible he can ever lead this team.
